Rosaline Kwan is a diplomat with over 25 years experience in international trade and foreign policy. As Canada’s Consul General to the Southeast United States, she oversees the dedicated team stewarding the bilateral relationship between Canada and the states of Alabama, Georgia, Mississippi, North Carolina, South Carolina, and Tennessee.

Prior to arriving in Atlanta in October 2023, Consul General Kwan, was the Director of Operations at the Privy Council Office of Canada, supporting the Prime Minister and Cabinet, and advancing Canada’s foreign policy and trade interests across the Americas and the Indo-Pacific region.

Ms. Kwan served as the Director General for Trade Sectors at Global Affairs Canada where she worked closely with Canadian companies in global markets across key sectors, including clean technologies, infrastructure, information and communications technologies, aerospace, automotive, life sciences, financial services, and creative industries.

Previously, she was Executive Director at Global Affairs Canada responsible for Southeast Asia, where she oversaw Canada’s multilateral engagement with Asia Pacific Economic Cooperation (APEC) and the Association of Southeast Asia Nations (ASEAN). She facilitated economic and security partnerships in the region, as well as trade and investment.

Ms. Kwan grew up in Montreal and has lived and worked as a diplomat in New Delhi, Taipei and Beijing. She holds an International Master of Business Administration from the University of Ottawa and a Bachelor of Science from McGill University (Math and Computer Science). She is married and is the mother of a daughter and a son.
