Frank Spencer III is President and Owner of Aztec Contractors, Inc., an award-winning general contracting firm headquartered in El Paso, Texas, serving federal, municipal, educational, housing, and public-sector 
clients. Raised in Pecos, Texas, Frank developed his foundation in discipline, accountability, and service at New Mexico Military Institute before earning his Bachelor of Arts from Texas A&M University. In 2006, Frank acquired Aztec Contractors and transformed a dormant company into a multimillion-dollar, high-performing construction firm trusted to execute complex projects in highly regulated markets. Under 
his leadership, Aztec has successfully served federal agencies, military installations, educational institutions, housing authorities, and local governments - demonstrating the ability of a Hispanic-owned 
small business to compete, perform, and lead at the highest levels. Frank's impact extends well beyond construction. For more than two decades, he has mentored and advocated for Hispanic-owned, minority-owned, women-owned, veteran-owned, HUBZone, and SBA 8(a) businesses, helping entrepreneurs strengthen their operations, navigate government procurement, access capital and bonding, and position their companies for sustainable growth. His commitment to service has also led him to leadership roles with the El Paso Hispanic Chamber of Commerce, Workforce Solutions Borderplex, New Mexico Military Institute Foundation, and organizations dedicated to entrepreneurship and economic development. Frank has been recognized as SBA Small Business Person of the Year, TAMACC Businessman of the Year,
