Rachel Holland is a seasoned communications professional with over 15 years of expertise directing high-stakes public relations, political strategy, and community engagement. She currently leads external communications focusing on state-level regulatory and legal issues across the U.S. on Meta's Public Affairs team. In this capacity, she has shaped pivotal tech policy debates ranging from AI and data privacy to election integrity and youth well-being.

Prior to her current role, Rachel served as Meta's government and political outreach lead for a 20-state region, where she spearheaded partnerships to build critical civic engagement tools on Meta platforms. Her career also includes impactful service as Communications Director for former-U.S. Representative Will Hurd, and leading communications for a $1 billion urban redevelopment project in downtown San Antonio.

Rachel holds an M.A. in Global Communication from the George Washington University and a BBA from the University of of Texas at Austin. She is deeply committed to her community, currently serving on the Boards of Directors for Family Violence Prevention Services of San Antonio and the Brackenridge Park Conservancy, and as a member of Leadership San Antonio Alumni Association and the San Antonio Hispanic Chamber of Commerce.
