Flora M. Castillo is President of Pivot Strategies, LLC, a strategic advisory firm that helps public transportation agencies, public-sector organizations, and private-sector companies address complex safety, security, operational, and community challenges while accelerating business growth. With more than 30 years of executive leadership experience spanning public transportation, healthcare, and public policy, she is nationally recognized for delivering innovative, human-centered solutions that improve safety, strengthen operations, and enhance the customer experience.

Through Pivot Strategies, Castillo advises some of North America's largest transit agencies on public safety and security strategies, homelessness response, crisis intervention programs, workforce engagement, stakeholder collaboration, and organizational effectiveness. She also partners with businesses seeking to expand within the transportation industry, providing business development strategy, product marketing, strategic communications, customer development, executive advisory services, and industry relationship management. Her work helps companies successfully position innovative technologies and services, build strategic partnerships, and navigate the complex public transportation marketplace.

As a trusted advisor, Castillo has led engagements that integrate safety, customer service, and social services to create cleaner, safer, and more welcoming transit environments. Previously, Castillo served for 20 years on the Board of Directors of NJ TRANSIT, becoming the agency's youngest and first Latina board member. She also spent more than 25 years in healthcare leadership, most recently as National Vice President of Transportation for UnitedHealthcare Community & State, where she led mobility initiatives supporting vulnerable populations across 24 states and the District of Columbia.

A nationally recognized transportation leader, Castillo is the former Chair of the American Public Transportation Association (APTA) and the first Latina to hold that position. A frequent keynote speaker, trusted advisor, executive coach, and mentor, she is committed to helping transit agencies and industry partners build safer, more resilient, customer-focused transportation systems while advancing innovation and sustainable business growth.
